Requisition Template save fails with no error message

Description

To Reproduce this bug:
1) Log in as administrator (or any user authorized to configure requisition templates)
2) Go to Administration > Configure > Configure R&R template
3) Change any of the Label fields to blank
4) Click Save.
5) BUG: An error in the UI pops up "Template save failed!". BUT there is no helpful error message to let me know what is wrong. And the field that I left blank is not highlighted red. AND when I look in Inspector, the API returned an unusual 400 Bad Request that did not have a translate-able messageKey and message.

The API responds with:

Ideally, we would fix all 3 issues here:

  • Have the API return a translatable error message for this situation.

  • Have the UI display the error message to the user.

  • Have the UI highlight the field red to show where the error is.

Please change the error message to make it more helpful:

Please add this:

  • Have the UI highlight the field red to show where the error is.

I've added highlighting the label if it is too short.
