Geographic Zone parent-child relationship is disabled

Description

Geographic Zone parent-child relationship is currently disabled, because of some errors with how the hibernate annotations were working. This means we're not able to define any relationships between Geographic Zones.

This task is to bring back the functionality, and update demo data (if necessary).

FYI

This affects OLMIS-308, as it is currently not possible to determine which are the child zones of a geographic zone.

I think you only have to check if you get parent property when you receive a geographic zone. Of course adding new zone with parent property should work

All works. When I receive a geographic zone I get property parent also I can create new zone with parent.
