Remove defunct configuration settings API

Description

During work on OLMIS-2491, all configuration settings were moved to Transifex and to environment variables. We no longer need Configuration Settings in Requisition and Fulfillment services.

Acceptance Criteria:

  • GET and PUT endpoints:

    are gone

  • All redundant code is removed

This ticket removes API endpoints in Requisition service. So it probably has to happen as part of a full Major version bump in the Requisition service. So we may need to change from working on 4.0.1 to 5.0.0 for this. Please review that, update gradle.properties if so, and also ping the dev forum (google group) so people are aware.

Please keep in mind what said when you will release Requisition. I will do the same for Fulfillment.

Defunct API and redundant code are gone! Please update version that Requisition is working towards.
