Requisition offline caching issues

While executing OLMIS-2743, I found the following issues:

1. " This is an outdated offline version. The requisition should be the first requisition you created when offline." information is not displayed (step 13);

2. The ""Update requisition" requisition button is not visible, and nor is the prompt (step 14).

To be honest, I'm not really sure if they should appear, I think this might be an old implementation, and not really a bug. But is the expert as far as this feature is concerned, as she wrote this test case. I think her feedback is necessary in this matter.

I executed test ad hoc and I see that srmanager3 has no right for Family Planning. The offline cache features works great for srmanager2 or administrator.

I don't think this is a bug - I think it's actually the test not being super clear, as the test requires a tester to switch browsers in a specific order to create the "requisition modified condition" – (I read it wrong, so I totally see how might have also read it wrong)

--> I'm going to clean up the test and mention what I changed in the testing ticket (and maybe it will be more clear next time??)

Can we mark this ticket as dead?

- its also worth noting, that the requisition view screen doesn't download a new requisition IF the requisition is already cached. The browser becomes aware that there is a new version of the requisition only after the initiate requisition or view requisitions page loads the small DTO for the requisition.

So would fail if a tester refreshed their browser instead of navigating back through all the steps.

PS I moved this bug to dead
