As Spock I need to view and enter my stock shipped and stock received quantities in doses as well as vials so that when I'm receiving a PoD in the Vaccines program, I may always use the doses unit.

Received Quantities may be entered in Doses
Rejected Quantities may be entered in Doses
Received and Rejected Quantities when entered must entered in numbers which are whole packs (e.g. 1 pack is 10 doses, and so I may enter 10, 20, 30, 40 - multiples of the pack size). The user is informed if they attempt to enter in non-whole packs.
The user may toggle between packs/doses and the form should immediately change the units displayed / entered.
APIs shouldn't have to change to implement this feature.
Linking to OLMIS-3853, which at the time of this writing is viewing in doses/vials (aka packs) on the fulfillment screens. There might be some synergies to develop both of these tickets at once, however initial thinking is that this feature in PoD is less of a priority than this in local fill for 3.3
My feeling is that entering the accepted quantities in doses is not very useful (especially that we don't provide the pack size on that screen). Wouldn't it be better to always accept the quantity in packs and have an additional column calculating and displaying that value in dispensing units?
