As Adam I want to view existing facility types and create new facility types
Acceptance Criteria:
I can see a list of all the existing facility types (sort order is based on the configuration for Facility Type Order)
When I select the facility type and click Edit, I can view facility type details
I can add a new facility type:
When I add a new facility type I am required to enter the following fields: Facility type Code, Facility type Name, Facility Type Display Order, and assign the facility as Active or inactive
Facility Type Code is unique
Facility Type Display Order is numerical (-Add text to explain the impact of selecting an order

Facility Type is Active by default (if the facility is not marked as Active, it is inactive and users not be able to see this facility in dropdowns to select)
Inactive facility types are always visible on the facility types administration screen
When I add a new facility type it is available to assign to facilities (Test the scenario that when admin adds a new facility, the new facility type is available from the Facility type dropdown to select)
I can select an existing facility type to edit:
The following fields are editable: Facility type name, Facility type Display Order, and changing the facility from Active to Inactive. (I cannot change the Facility Type code)

Deleting a facility type is out of scope
