Order dates for viewing PODs do not match in PDF and UI and are unclear

Description

The order date timestamp in a POD do not match in the PDF and the UI screen. One shows in browser's local time, and the other shows in GMT/UTC. They also don't indicate which timezone.

Steps to reproduce:

  1. Log in to system with user that can view PODs (srmanager4 on uat)

  2. Go to Orders -> Manage Proof of Delivery

  3. Select Print next to a POD, which opens in a new tab

  4. Go back to POD list and select View next to the same POD

  5. Check the order dates don't match and don't give timezone info

Acceptance Criteria

  • Make sure order date's timestamp info match each other and reflects OpenLMIS's timezone (TIME_ZONE_ID setting)
