Reporting stack startup error due to Scalyr Socket unavailable

Description

When I type docker-compose up, I often get an error in one of the services. Sometimes it's superset, others it's Kafka, but it's always the same error:

ERROR: for {INSERT DOCKER CONTAINER NAME} Cannot start service superset: failed to initialize logging driver: dial tcp 127.0.0.1:6011: getsockopt: connection refused.

ERROR for superset Cannot start service superset: failed to initialize logging driver: dial tcp 127.0.0.1:6011: getsockopt: connection refused
ERROR: Encountered errors while bringing up the project.

When I type docker-compose up again a second or third time it works.
