Timeliness Report cannot be generated - Error 504

Description

Reproduction steps:

  1. Log in as an administrator

  2. Go to Reports > View Reports

  3. Click the "Timeliness Report"

  4. Choose "Program Name": Family Planning and "Period Name": Jan2017

  5. Select any Format and click 'Generate' button

Result:
After a minute of waiting for the report, information about too long waiting time and error 504 appears.

Expected Result:
The report should be generated.

This bug needs some research to determine what is causing the 504 timeout, and add expected behavior for an error message if the report cannot be generated.
