No "Update requisition" button after offline mode

      Description

      While checking OLMIS-2743 To Do , I noticed that the "Update requisition" button is not displayed after returning to online mode to update requisition.

      Reproduction steps:

      1. Log in as an administrator;
      2. Go to Requisitions > Create/Authorize;
      3. Perform steps 1-8 from the OLMIS-2743 To Do test case;
      4. Go to the previously-submitted requisition.

      Result:
      There is no information that this version is an outdated and there is no "Update requisition" button.
      Please take a look at the screenshots:

      Expected result:
      At the top of the screen, the "This is an outdated offline version" message and the "Update requisition" button should be visible.

      Workaround
      Go to the View Requisitions page and remove the offline version of the requisition.
