Missing translation for maxlength when exceeding Definition max length on the Requisition Template screen

Description

Reproduction steps:

  1. Go to Requisition Template page for any program.

  2. Enter a string that is longer than the max length of the Definition (140 characters)

Result
The popover saying "maxlength" shows up.

Expected result
The popover saying "Maximum length exceeded" (or something along those lines) should show instead.

Note
This is not a regression as this also occurs on demo-v3.openlmis.org server.
