Administrator doesn't receive the notification of stockout for any program

Description

When I was updating the test case, I noticed that the notification of stockout doesn't come for any program (Family Planning, Essential Meds). The issue occurs on both browsers.

Reproduction steps:

  1. Change the administrator's email address to one's own and verify it.

  2. Log into the application as srmanager2.

  3. Navigate to Stock Management > Adjustments.

  4. Choose any program and make an adjustment for any product in such a way that it its Stock on Hand will amount to 0 after the adjustment's submission.

  5. Submit the adjustment.

  6. Wait for several minutes.

  7. One doesn't receive the notification of stockout.

Expected results:

  • The administrator should receive the notification of stockout after the Stock on Hand for any FP/EM product becomes 0.
