Messages for requisition status change emails are not translated

Description

After setting LOCALE to a different value than en (i.e. pt) all messages included in email notifications should be translated to the selected language. This does not happen in requisition service.

This issue is most likely caused by the design where notifications are processed and translated asynchronously.
