FHIR pagination links don't work

The pagination links given by our FHIR resources don't work.

Behavior

When a FHIR resource is returned as a bundle with pagination links, the links section will include a section such as:

If the URL of next or previous are used the response is the version of the service:

Expected Behavior

When the next or previous' urls are followed, then the next page of the Bundle should be returned.
