The date physical stock count completed is not saved correctly

Description

When I was testing OLMIS-6473, I noticed that the date physical stock count completed is not saved correctly - it's one day one day earlier than the one that was set during the requisition's submission. The issue occurs on both browsers.

Reproduction steps:

  1. Log into the application as administrator.

  2. Enable the date physical stock count completed for the Family Planning program.

  3. Initiate and submit a regular requisition for the Family Planning program.

  4. Return to the just-submitted requisition.

  5. The date physical stock count completed in the requisition's header is one day one day earlier than the one that was set during the requisition's submission.

Expected results:

  • The date physical stock count completed should be saved correctly during requisition submission and authorization.
