Our ability to address the above two issues depends partly on our ability to definitely determine whether or not reliable facility-level population values exist.
Vidya pointed out that SELV's facilities have catchment populations. Ben determined, though, that A) not all of SELV's facilities have such values, and B) the facility-level metrics in SELV don't cumulatively correspond to the district-level metrics provided by the MoH.
Our ability to fix the utilization/breakage dashboard is partially hindered.

Several Superset-related bugs currently have a significantly detrimental impact on end-user experience. They include:
A) Frequent disappearance of the page's main filter.
B) Incongruence between the timespan indicated by pages' filers and their corresponding charts.
Use of the dashboard is confusing and clunky.
If it's unlikely that we'll be able to address the problems prior to release, we'll need to prominently highlight them in the system documentation and training workshops.

Jason will potentially upgrade Superset. A downgrade may also be warranted, but I suspect the accompanying loss of tabs, good Portuguese support, and perhaps other features would make the option painful.
