Add submit button to action bar

Acceptance Criteria

• The submit button is only shown when the requisition is in INITIATED status
• Clicking submit opens the confirmation modal
• Clicking submit saves any changes done to the requisition, validates them and finally changes its status to SUBMITTED
• A success modal is shown after the action is confirmed and the submission is successful
• The requisition won't be submitted if the validation fails
• When you go back to the Create / Authorize page, the submitted requisition should show up in the list with the status of SUBMITTED
