Goals/Scope
Background
Annual population target setting begins with National bureau of statistics (NBS) figures. This figures are couple of years old and are for districts. IVD needs to set the targets by facility and by catchment area. IVD initiates the process. But the actual process (according to CK at WHO) should really begin at the facility level as a joint process between DEVO and the facility. Only they have the first hand idea about their catchment area and what type of break-down is needed from the district level NBS number to facility level break down and what adjustments will be needed and what justifications to capture for the adjustments they made.
The target setting process is an elaborate multi-month process, until it is finalized. The process should start at
the facility level, reviewed and approved at district level, regional level and finally at IVD level. Cooperating
partners such as WHO and UNICEF also participate in the finalization process, reporting to AFRO and for
quantification, for validation and for follow-up procurement and program level decisions.

Open Questions
The functionality should be built in such a way that the Districts can capture their own stats and the central person can be assigned rights to do it for the x number of districts that will be assigned to him.
