Goals/Scope

The goals of the coverage and wastage rate requirements are to collect information on the wastage rates of vaccines by dose and coverage of child and adult populations by dose so that vaccinators and storeroom managers can understand how much product is being used effectively and/or wasted at their facility for a given period of time.

Coverage rate calculations may be most easily addressed in version 3.3 by building a program data integration with DHIS2, since the data reported on the coverage rate screens is generally taken straight from program data records. This feature is in use in both SELV and SIIL, but these systems do not have functional integrations with DHIS2 and so the coverage screens are being manually filled in with data that has been collected from the HMIS system. The ideal feature for coverage will not require the LMIS user to input program data–it will instead be pre-populated from DHIS2 OR LMIS data will feed into DHIS2 and coverage rates can bee seen in that system.

As a storeroom manager, I want to record wastage amount and wastage rate for my facility so that I can see how much product is being wasted during a particular time period and I can make any needed plans for resupply or other stock management.

If I understand my wastage rates I can better plan for stock needed, work with the facility on reducing wastage, and improve efficiency of the system.

In addition to the storeroom manager, the DIVO and intermediary logistician will also need to view wastage rates for facilities, districts, and zones over a particular time period so that they can appropriately support the system.

SIIL, SELVMust have

To calculate wastage and wastage rate the system will have to pull data from the electronic stock card around number of vials used and wasted during a particular time period. This deals with vaccines use/wastage only from an LMIS perspective and does not need programmatic data to be calculated.

This wastage becomes visible in other domains: visible in Reporting by higher-level users; and visible during Distributions for the lower-level staff planning a distribution.

3Calculate coverage rates (DHIS2 integration)

As a DIVO I want to calculate coverage rates for adults and children so that I can assess how efficiently vaccine stock is my district is being used.

This calculation should take place with the input of programmatic data from and HMIS, and so an integration with DHIS2 is recommended to fulfill this requirement.

This may need to be expanded to its own requirements page, as integration with DHIS2 may include pulling other program data into OpenLMIS.
