RefData Upload has some tech debt that team is having to work through - may also have issues being able to include this in the 3.6 release

Wes: Would prefer to get the kitting finished before the RefData Upload

Ashraf: Already behind on the RefData Upload and this may cause issues for the DIAL funding/schedule
