SIGLUS/ESMS Tablet Project

2020 Update: PSM Mozambique is in process of upgrading SIGLUS to be compatible with OpenLMIS v3.

December, 2016 Update: MISAU officially informed partners and DPSs that SIGLUS (the new name for ESMS) is the official LMIS for health units with a plan to implement in 75 health units in 2017 to add to the existing 25. The sites where UNFPA had implemented CHANNEL have been converted to SIGLUS. PSM will take over SIGLUS management from CHAI in the next few months.

Tablet

The tablet app is very clean and crisp. It has 4 primary functions from the home screen: Stock cards, Kits, Via Classica (Requisition), and MMIA (ARV program). All of these flows are meant to as closely as possible match the paper forms.

Stock Cards are the day to day ins and out for all products at the facility. These are exact reproductions of the physical stock cards used in health facilities.

There are several types of kits, however only 1 of these is regularly delivered to facilities. Unpacking a kit removes 1 kit from inventory and adds many products with quantities defined by the kit type. Does not currently support batch management

The requisition, initiates a physical inventory where the user selects the actual count for all products in their inventory. For products that come pre-packaged in kits, ordering that product will likely result in receiving a kit. There is a “gut” calculation that goes into this. If you ask for a product that doesn’t typically go into a kit, you may get this one-off. Tim will send along requirements for kits which have taken months to tease from CMAM.

MMIA is the ARV functionality encompassed within the system. This is an exact copy of the MMIA form and has a mix of stock management and regimen data.

The Web Interface is only used for reporting; Tim showed me about 10 different reports that CMAM has specifically requested. This will be invaluable in the future for a port to 3.x

ESMS is currently designed to push data to the SIMAM system, but can also deliver data to a hypothetical OpenLMIS system at the district and region level as well.

ESMS is currently operating (July 2016) at 9 facilities on tablet in Maputo and the govt. has given them permission to expand to 11 more (for a total of 20). However, CHAI is trying to decide if they want to expand out to more health facilities (he estimates they could get to 80 or so by the end of 2016) or integrate up more tightly with OpenLMIS at the district & provincial level.

Tim has asked Thoughtworks to document places they change the behavior of OpenLMIS for a future port of ESMS to 3.x (see attached).

The tablet app has been well received by end-users, with a mix of daily users and weekly users. Tim says the primary drivers for frequency of use is volume through the facility and personality of user.
