Update documentation on service registration

We need to document how does the registration work and how to customize it, so the developers and implementers will have a clear way for defining and registering new endpoints.

Acceptance Criteria

• Add consul registration into the Template Service

• Move the Service Registration script into the service base docker image

• Put documentation inside the Template Service to describe the startup process and service registration and consul; link back to consul's documentation for the service registry
