Equipment Inventory not populating with valid equipments

Description

Going to Equipment > Equipment Inventory will not populate any data given the following conditions:

1) Equipment Types exist
2) Equipment of Equipment Type exists
3) User belongs to a facility
4) Users' facility has a program
5) Equipment type is assigned to a program via "Associate Products to Equipments and Programs"

Compare Administration > Equipments > Equipment Lists to Equipment > Equipment Inventory

Additional color: Adding a new equipment via Equipment > Equipment Inventory will populate a result both on Equipment Inventory and via Equipment List. However, the opposite is not true.

Final verdict is that administrators cannot add new non-CCE equipment to a specific facility. Marking this story as dead and opening a new story to prevent creation of non-CCE from the admin screens Administration > Equipments > Equipment Lists

Cold chain equipment or lab equipment? You mean you want to add inventory at a facility of a certain equipment?

So after doing some more research, the screen is working as intended. The user in their home facility rights is associated with one program. When they are associated with one program for their home facility, the single program is assumed and the dropdown is hidden.
