Add date filter to Reporting Rate report

Description

As Central Logistics Personnel, I'd like to be able to run the Reporting Rate report as of a certain date.

User can select the current or date in the past, to run the report on. The report will render based on data for that date.

, there are quite a few reports in the "roadmap" which need review and cleaning. I think it is fine to keep it for now so we remember the discussion. Is there a specific need to remove this from the roadmap?

, after discussion with and , we decided to not implement this right now as the Tableau reports will be able to achieve this for now. Please take it out of the sprint.
