Admin login page and user tab

As an administrator I need to view users so that I can search or select a user to edit details.

Acceptance Criteria:

1. When admin logs into openlmis.org and selects the Administration tab, they see "Users" choice in the dropdown menu.

2. When admin user selects Users, they are brought to the screen where they can search or select a user from a list

4. Admin can find user by searching for user first name, last name, or email or selecting from a populated list of existing users.

5. Paginate the list of available users displayed, at least 10 per page. The list of users should display as soon as the admin user selects the user tab, without the admin needing to search.

6. If the admin searches and no user is found then display a warning message that "There are no matches for user".

7. Admin can click on Edit link to edit user details.

8. Admin can see Reset Password link, but the functionality of this is in OLMIS-2140.

9. Please follow UI style guide for similar behavior in other tables.

10. This users screen should only appear when logged in as someone with the "MANAGE_USERS" admin permission.

11. Search functionality should only be available for user has correct permission ("MANAGE_USERS") .
