Create public demo server with most recent v3 stable release

Description

Create a v3 demo site (at demo-v3.openlmis.org) that can be used for public demos of OpenLMIS 3.x.

Includes:

Includes DNS registration.
Use AWS, similar to how UAT or Test are hosted.
Use Jenkins, similar to UAT where it is built when we push a button in Jenkins (not built automatically). Doing that would "wipe" the demo and reset it back to a fresh install with fresh demo data.
Ideally it would build from a tag/version release that we could enter into Jenkins (so even if we rebuild it today, it will still use ref-distro-3.0.0).
We would update this version number and rebuilt it each time we put out a new stable release of ref-distro.

Acceptance Criteria

Demo site is running at https://demo-v3.openlmis.org/
Document in the wiki how to re-build/wipe it with instructions or a screenshot, and share that with Tenly Snow and Mary Jo and the rest of Team ILL

I've added 2 scalar alerts, one for low memory and another for availability.
SES emails appear to be setup correctly
As for placement on the wiki, I think it's fine as it has some "end user" type documentation

This is looking good. @Paweł Gesek where would we find the SSH key?

The v3-demo is available at: https://v3-demo.openlmis.org

I've created a wiki for it here: https://openlmis.atlassian.net/wiki/display/OP/OpenLMIS+Version+3+Demo

It runs on AWS instance and uses RDS. It mirrors the configuration of UAT. I've put the .env file for it in the villagereach/openlmis-config repository, I also uploaded the zip for it to the dir in Jenkins.

@Josh Zamor @Brandon Bowersox-Johnson please review and let me know if we should close this. I think there are 3 items left on your side:
1) Set up Scalyr if necessary - on the server side it mirrors what is done on test and UAT, but some setup might be required in Scalyr itself (I'm not sure)
2) Emails - not sure if something has to be changed in SES for emails to work, I don't have AWS access there.
3) The wiki page probably can be better placed - I didn't change any existing pages, but feel free to move this or let me know if you want this put elsewhere.
