Supervisory node dropdown needs to be showing in certain situations

Description

In certain situations, the supervisory node dropdown is hidden, apparently when there are no "unused supervisory nodes". However, this does not work fully as it should. There can be situations where supervisory node dropdown should exist, but it does not.

One scenario:

  • Log in as administrator

  • Go to Admin, Users

  • Select Roles for administrator user

  • Under Supervision, remove any role that has a supervisory node

  • Now, you cannot re-add that role since supervisory node dropdown is hidden

Acceptance Criteria

  • Supervisory node dropdown should always exist

  • If a role is getting assigned that is already assigned, an error notification should show instead
