Manage Users Reset Password modal has validation strings not translated

Steps to Reproduce
1. Log in as administrator
2. Navigate to Administration > Users and for any user on the list, click Reset Password link at right in the grid
3. In the modal, enter a password that is too short or does not contain any capital letters or is too long.
4. ERROR: The validation messages all seem to contain part of a message key rather than being entirely translated. Screenshots attached showing 2 of these (there may be more).

Reported bug does not occur anymore. Message keys are not displayed.
