In an implementation we've seen that a typical user has about/less than:
20 role assignments
each role assignment ends up supervising 20-80 facilities
each role has about 3 rights
AC:
add performance data so that each of the 1000 users currently have about 20 role assignments and end up supervising 20-80 facilities, with about 3 rights per role.
