Modify View facility page to allow editing

Showcase steps:
#1 Enter facility edit screen on already exiting facility.
#2 Show all fields in information tab
#3 Try to show error for required fields
#4 Show validation for required fields
#5 Show that programs and details are save separately

I checked, and now everything works correctly.

(6) Remove the save confirmation modal — I'm not sure where that requirement came from (as I don't think we do that anywhere else)
—> We do want to add confirmations to forms that a user has edited, and then leaves or cancels — but we should add that in a DRY way, not as part of this ticket

(9) The name of the facility in the title changes as the user types — we don't want to do that — copy the object that you are editing Oooops it was a cached version

I've added validation for unique code to the create endpoint, not update, sorry for that
About #1 we don't have validation for unique name and I don't think that we want a unique check there so I think it is OK.
