Improve nonfunctioning CCE notification
As a DIVO, I want the system to send me a notification when a device is no longer "Functioning" so that I can attend to it.
Currently: System sends notification when device status changes to "nonfunctioning." With the new functionality status options, I want a notification whenever the status is changed to something other than "functioning." This is necessary because the new functionality statuses don't including "nonfunctioning" anymore.
add the CCE device reference name and date of issue in the email title
modify the current notification to send whenever the status of the CCE is not set to "functioning"
After thinking about it more, I think that it should work the way it does currently and changing it is not necessary. I probably shouldn't have raised it but I focused on giving you as fast feedback as possible.
I think that he should get notifications from his own facility, I'm pretty sure we are not checking if message will be send to the user that introduced this change.
I think that this ticket focuses only on extending subject and changing statuses for which notification will be sent. If you think that what you've pointed ut should be changed please ask on #help slack channel or create a ticket, I think it works OK but maybe someone will think otherwise.

I'm testing the ticket as divo1, I also set my own email address as this user's address. Just to be sure - the user should receive a notification concerning only equipment from facilities other than the user's home facility, Deposito Distrital Cuamba? Because he doesn't and I think this is the desired behavior - the user shouldn't be notified about his own changes, I suppose.
