Cannot access Physical Inventory screen if program is not supported at my home facility

Description

If user is assigned rights to manage stock inventory for a program that is not supported by his/her home facility, the user will not be able to access the "Physical Inventory" screen of the Stock Management UI for ANY of the programs.

Expected

  • The physical inventory screen works properly and allows managing stock for a user's home facility for any programs where BOTH apply:

    • I have stock rights for this program

    • Program is supported by my home facility

I don't know why this link is broken, it is OLMIS-4399, also please verify if issues related to this ticket (OLMIS-3517, OLMIS-3807, https://openlmis.atlassian.net/browse/OLMIS-4088#icft=OLMIS-4088) are maybe also fixed, if so please move them to QA?
