Non full supply table does not elegantly handle changes in data size

Description

Please see the attached .mp4 file, recorded in Chrome.

Steps to Reproduce
1. Initiate a requisition and add a non full supply product.
2. Add and then delete a long explanation within the "Requested quantity explanation" field.
3. Observe that the table is left in a garbled state.

Edit: The attached "movie-2.mpg" shows a related issue with the table's other input-control.
