It's possible to select the earlier date on view requisition screen

Description

While test regression I found out that a user has ability to select earlier date for to filter option that the date from the from filter option on view requisition screen.

I tested the ticket, and the issue does not appear anymore.

The was executed for 3.2.1 regression testing (check test execution) so I believe this is a regression. Also I remember we made some changes in the date pickers so maybe this introduce this issue.

Is this a regression? If it is a regression it needs to be updated with a Critical priority.
