openlmis-toolbar on the product grid should be hidden if user can't make any actions

Description

Reproduction steppes

  • Enter any requisition that can only be viewed

Result

  • Black bar is visible at the bottom

Expected Behavior

  • If user can not take any actions, the black bar should not be visible*

I checked, and the issue is no longer occurs.

Sure , here they are. As you can see we have the bar that usually holds the actions (if user have right to do anything). On these screenshots it is way thinner because there are no buttons inside (it shrinks to a minimal height in this case).

Which black bar are you referring to? Can you add a screenshot ?
