Facility CCE Status gives unhelpful information when there is no CCE at facility

When there is no CCE at an ordering facility, the Facility CCE Status section gives useless or misleading information.

Steps to reproduce:

1. Do steps 1-5 for OLMIS-4259.

2. Look at the Facility CCE Status for Fulfill Order/View Shipment screen

3. Comfort Health Clinic has no CCE, but it shows a Not functioning status with icon and an active RTM alert icon. Additionally there is a popover showing zero inventory items

4. Expected behavior: No RTM alert icon and no popover. Add a new Facility CCE Status should not be there "No CCE tracked at this facility"
