Emergency R&R printout doesn't group products by category

Description

When I initiate an emergency requisition and add products to my emergency requisition in random order, the categories on the UI are grouped, but when I select print, the category grouping is not maintained.

Steps to Reproduce:

  1. Initiate emergency requisition (as srmanager1 - Family Planning)

  2. Add multiple products from different categories, on the UI, the products will show as added to their assigned categories

  3. Click Print

  4. The print shows every product added as a separate line item, and the categories are no longer grouped.

Expected behavior:
The printout should show all products grouped by category. The same as it appears on the UI.

This was found during exploratory testing and executing https://openlmis.atlassian.net/browse/OLMIS-3383#icft=OLMIS-3383

, : So it looks that we have a DTO that's used solely to generate this report - RequisitionReportDto. If we decided to sort line items in its builder, this is definitely a quick win.
