Setup Superset: Create GitHub Repo, Dockerize and add to Docker Hub

OpenLMIS v3 implementers need to be able to quickly stand-up the reporting stack. We need to perform the following tasks to make this possible: (Note: Superset does not have an officially supported docker hub container.)

• Create a GitHub repository for this docker container as outlined at: https://openlmis.atlassian.net/wiki/spaces/OP/pages/374702119/Proposed+Reporting+Platform+Repository+Structure

• Add the configured container to the OpenLMIS Docker Hub

Dependencies:

• Access to docker Hub

• https://openlmis.atlassian.net/browse/OLMIS-4633

Acceptance Criteria:

• GitHub Repository created (ReadMe, License and DockerFile

• Docker scripts created in GitHub

• Container is available on Docker Hub
