Add Superset Configuration Dockerfile

Create configuration Dockerfiles that would be used to copy over the contents of the following directories into their respective volumes:

• reporting/superset*

Acceptance Criteria*

1. Data in the volumes used by the Superset container is copied over using the configuration Dockerfile

2. The Superset container starts, and the datasources and configuration files are in the container
