Performance issues with the Stock Management > Issue screen

While verifying the Stock Management performance, it turned out that Make Issue for Essential Meds takes much longer than for Family Planning.

Reproduction steps:

1. Log into the application as the System Administrator;

2. Go to Stock Management > Issue;

3. Click the "Make Issue" button;

4. Measure the waiting time for the end of the action.

Result:
The screen loading for Essential Meds takes 37 seconds, the second time is 33 seconds.

Expected result:
Screen loading time for Eseential Meds should be similar to loading the Family Planning, which time is 5 seconds.
