Fix the malawi snapshot data

The malawi snapshot we use for release and performance testing (and as a source to validate reporting) has gotten into an unusable state with 3.4.

This will slow down the next release if not addressed when testing performance data with MW data.

Error:

• Using

  and Ref Distro 3.4.

• Requisition can't start with the following message:

Cause:

• The snapshot was taken sometime in the 3.4 release cycle, resulting in the following migration being skipped: https://github.com/OpenLMIS/openlmis-requisition/blob/master/src/main/resources/db/migration/20180706200019454__add_additional_quantity_required_column.sql

Cure:

• Need to either amend the snapshot to include this migration, and fix the migration meta-data table, or run these migrations against an earlier snapshot.
