No options are available in the Requesting Facility filter on View Orders

Description

While executing OLMIS-3720, I noticed that no options are available in the "Requesting Facility" option in the filter on the "View Orders" screen.

Reproduction steps:

Log into the application as divo1.
Navigate to Orders > View Orders.
Choose Deposito Distrital Cuamba in "Supplying facility" and click the "Search" button.
Open the filter and choose the "Requesting facility" option.
The are no options to select.

Expected behavior:

There should be options available in the "Requesting facility" option in the filter.

@Sam Im I was able to reproduce but it turned out that this is the desired behavior - the "Requesting facility" drop-down in the filter gets populated when there is at least one order created. When there are none, there are no options to select, which is the desired behavior (I learned it from another test case that I executed after creating this bug) - I suppose owing to possible performance issues, as I find this solution not very intuitive. I'll move the ticket to Dead, then.

@Joanna Bebak I wasn't able to reproduce it. Please try to reproduce, and if not, mark as dead.
