Skipped products shouldn't disappear from the product grid before submission

During exploratory tests, I noticed that after clicking "Add Products" button, products marked as skipped disappear from the product grid. This happens when for any program in Requisition Templates we mark "Hide skipped line items" in Additional Options. Products disappear from the grid and appear as an option in the Add Product.
I think that a better way for the user is when the products are visible on the product's grid, until the requisition is submitted.
