The Facility select loses state for some users when supervised facility is chosen on CCE Inventory

When I was executing OLMIS-3658, I noticed that the "Facility" select on the "CCE Inventory" screen loses state when supervised facility is chosen for certain users - i.e. divo1, divo2, rivo and vsrmanager1. For other users authorized to view this screen (administrator, vsrmanager2), the issue doesn't occur. The problem is valid on both browsers.

Reproduction steps:

1. Log into the application as divo1/divo2/rivo/vsrmanager1.

2. Go to CCE Management > CCE Inventory.

3. Choose "Supervised Facility", select any facility and click the "Search" button.

4. The inventory items are returned correctly but the previously-chosen facility is no longer selected in the "Facility" select.

Expected results:

• The "Facility" select shouldn't lose state after making a search for inventory items in supervised facilities for none of the users authorized to view the "CCE Inventory" screen.
