User rights issue with the Manage PoDs screen

I noticed an issue when I was executing OLMIS-4338. The "Program" select on the "Manage Proof of Delivery" screen is empty, even though it should contain the "EPI" program, and thus one can't search for PoDs, despite the fact that given the user's rights, it should be possible.

Reproduction steps:

1. Create a user role with only the view and edit shipments rights.

2. Assign the role for Deposito Distrital Cuamba to a new user with Lurio as home facility.

3. Go to Orders > Manage Proof of Delivery as the new user.

4. No options are available in the "Program" select.

Expected results:

• The "Program" select should not be empty but contain the "EPI" program;

• The user should be able to search for PoDs.
