Facilities and programs are not sorted alphabetically in selects on the Convert to Order screen

When I was testing OLMIS-4373, I noticed that facilities and programs in the selects in the filter on the "Convert to Order" screen are not sorted alphabetically.

Reproduction steps:

1. Log into the application as administrator.

2. Go to Requisitions > Convert to Order.

3. Open the filter and the "Facility" select.

4. Facilities are not sorted alphabetically in the select.

5. Open the "Program" select.

6. Programs are not sorted alphabetically in the select.

Expected results:

• Facilities and programs should be sorted alphabetically in the filter selects.
