In CCE after selecting the Program the facility is also selected

During execution OLMIS-3679, I noticed that once we search for the Program and the facility, we delete the selected data and choose the program again, the facility immediately appears from the previous search.

Reproduction steps:

1. Log in as an administrator and go to CCE Management > CCE Inventory.

2. Select Supervised Facility, Program (e.g. EPI) and Facility (e.g. Cuamba, Cuamba).

3. Click the "Search" button.

4. Unselect program and facility and click the "Search" button again.

5. Close the error message.

6. Select Program again.

7. After selecting the program, the facility immediately appears, the same as for the previous selection.

Expected results:

• Facility shouldn't appear when one selecting a program.
