Orders Filter doesn't filter Reporting Rate and Timeliness section

During testing I noticed that Orders Filter doesn't affect Reporting Rate and Timeliness section when filtering by:

• Region

• District

• Facility Type

• Full Product Name.

Reproduction steps:
1. As administrator navigate to Reports > View Reports > Orders
2. In Orders Filter section select any Region from the dropdown
3. All sections but Reporting Rate and Timeliness are adjusted to the filter
4. Select any District from the dropdown
5. All sections but Reporting Rate and Timeliness are adjusted to the filter
6. Select any Facility Type from the dropdown
7. All sections but Reporting Rate and Timeliness are adjusted to the filter
8. Select any Full Product Name from the dropdown

Expected behaviour:

• Reporting Rate and Timeliness section shows data concerning the chosen option.
