It is not possible to open Requisitions -> Approve in offline mode

Description

It is not possible to open Requisitions -> Approve in offline mode. "This action can't be completed while offline." error is displayed.

Steps:
1. Log in as for example administrator
2. Go to offline mode
3. Click Requisitions -> Approve
4. "This action can't be completed while offline." error is displayed.

Expected result:
It should be possible to open Requisitions -> Approve in offline mode.
