Prepare administartor page for data export

Description

Create administrator ‘Data Export’ page which manages data export functionality.

It should contain two dropdowns (see mockup). Selected Data in 2nd dropdown should be sent to backend in order to generate proper files.

@Artur Lebiedziński This change is visible on UAT version but there was problem with Sonar indicating that the ‘coverage' percentage rate within 'new code (last 2 week)’ was too low. We decided to wait to run deployment again this later.

But anyway this change is visible on UAT and it could be tested https://uat.openlmis.org/#!/administration/dataExport . (But the zip file is mocked - because in that time backend wasn’t ready and I had to mocked solution).

As you can see https://openlmis.atlassian.net/browse/OLMIS-7705 there is linked issue that I created. You can decide if you can test this now or wait for this missing feature.
